The State Commission was established by the Decree of the President of Abkhazia, Badra Gunba, on February 12, 2026. 

As a follow-up to the earlier decisions, the commission additionally considered the issue of determining the location for the subsequent installation of the recreated tombstone of the sovereign Knyaz of Abkhazia Keleshbey Chachba on the territory of the "Sukhum Fortress" State Historical and Architectural Museum-Reserve.

Taking into account the opinion of the commission members and the results of an additional survey of the territory, the installation location was clarified. It is determined that the memorial plaque will be installed at the northern wall of the fortress, at a distance of about 30 meters from it.

To study the historical and archaeological layers at the selected site and determine the possibility of subsequent installation of the tombstone, the Dean of the Faculty of History of the Abkhazian State University, Alik Gabelia, was instructed to carry out the necessary archaeological field work.

The members of the commission also returned to the issue of further finalizing the design of the tombstone. To prepare detailed calculations of the costs of its manufacture and installation, the Sukhum City Administration was instructed to assist the author of the project, Batal Japua, in preparing the relevant estimates.

The calculations obtained and the results of archaeological research will further allow the commission to proceed to the next stages of the implementation of previously adopted decisions on the reconstruction of the memorial slab of Keleshbey Chachba.
