The Head of State noted that the agricultural support program is of particular importance. According to him, state support is necessary to create favorable conditions for rural residents and to develop production in the districts. 

The President called unfair criticism of the programs as ineffective, stressing that the state should continue systematic work to support agricultural producers. He also noted that the implementation of the Year of the Village is the beginning of this work, and not an attempt to solve all the accumulated problems in one year.

Speaking about the program to support small and medium-sized businesses, Badra Gunba stressed that it should create opportunities for enterprising citizens to develop projects in tourism, industry, agriculture and other areas, create jobs and generate economic benefits for the country as a whole.

At the same time, the Head of State pointed out the need to strengthen control over the implementation of programs and minimize the problems identified during their implementation. In this regard, he instructed the Prosecutor General's Office, the Ministry of Internal Affairs and the State Security Service to create an interdepartmental commission to monitor the implementation of projects.

The Commission was instructed to verify the compliance of the actually implemented measures with the submitted projects. In case of violations, legal measures should be taken, including against project participants.

The President stressed that the main task in this case is not to punish applicants, but to ensure that funds used inefficiently are returned to the budget. The returned funds, according to him, should be able to work again for the development of the economy — through the support of those applicants who are willing to responsibly implement their projects.

"The most important task is to ensure that the turnover of these funds has a multiplier effect," said Badra Gunba.

The Head of State stressed that the support programs will be continued, and the volume of state support will increase. The results of the work of the interdepartmental commission have been instructed to be submitted by November 1, 2026.

In addition, the President reported on the work to provide agricultural producers with the necessary machinery and equipment. In particular, together with our Russian colleagues, we are working on the supply of mechanized equipment to Abkhazia, which will facilitate the work of farmers and expand opportunities for the development of crop production and other areas of agriculture.
