The President held a meeting on the preliminary results of the Year of the Village

The President of Abkhazia, Badra Gunba, held a meeting on the preliminary results of the implementation of measures aimed at supporting and developing rural areas in 2026, declared the Year of the Village.

Opening the meeting, the Head of State noted that the announcement of the Year of the Village was an opportunity to draw additional attention to rural development issues and identify specific areas of government support. The President stressed that it is impossible to solve all the accumulated problems in one year. At the same time, all programs and projects initiated within the framework of the Year of the Village should be continued after the end of 2026.

"A village is not just a place of residence for our citizens. It is a place of preservation of our language, culture, identity and traditions," Badra Gunba emphasized.

Prime Minister Vladimir Delba reported on the measures taken by the Government within the framework of the Year of the Village. He noted that the package of measures covers issues of culture, education, sports, agriculture, healthcare, social support and infrastructure development.

A significant amount of work is being carried out in the field of rural infrastructure repair and development: roads, engineering infrastructure, street lighting and water supply systems are being repaired, territories are being landscaped, and playgrounds are being installed.

Deputy Prime Minister, Chairman of the State Commission for the Implementation of the State Program for the support of agricultural development projects, Jansukh Nanba, reported on the progress of the program, which provides for the allocation of one million rubles to each village.

To date, the commission has received applications from 92 villages, decisions have already been made on the three first submitted villages and the funds provided have been allocated, 18 villages remain to apply.

The President instructed to speed up the work on submitting applications by the remaining settlements.

Referring to the target program for supporting agricultural projects, Jansukh Nanba said that work has been completed on the actual detour of the villages that submitted applications and drawing up conclusions on the submitted projects. The commission will begin reviewing and selecting projects in the near future.

Minister of Education Hana Gunba reported on measures to support rural schools. "Rural School" target program is currently being prepared, aimed at the comprehensive development of educational infrastructure in rural areas.

"In the new academic year, it is planned to hold a competition among rural school teachers for the title of "Teacher of the Year", as well as sports games among students in various sports. Special attention is paid to the organization of hot meals for schoolchildren.

The President stressed that rural schools should not remain in less favorable conditions compared to urban ones and it is necessary to take into account their specifics when implementing educational programs.

It was also noted that a number of rural schools have already been provided with buses. Badra Gunba instructed to continue this work in stages, providing transport to educational institutions that need it.

Minister of Culture Daur Kove spoke about the implementation of a tour program in which creative teams visit villages. In particular, as part of the "Music for Children" project, the State Chamber Orchestra holds concerts in villages and introduces children to musical instruments.

In addition, the media are implementing television projects and thematic headings dedicated to rural life.

Energy Minister Batal Mushba reported on the work to improve the state of the energy sector in rural areas. Since the beginning of the year, about 55 thousand meters of power lines have been replaced in the villages, 38 substations have been installed. Work continues on the installation of metering devices, repair and modernization of power supply facilities.

Dmitry Khagush, Deputy Minister of Agriculture, spoke about the implementation of the state program to support agricultural producers. This year, its financing has been increased almost 3.5 times — from 150 million to 500 million rubles.

For the first time, the program includes measures to subsidize part of the costs of implementing agricultural projects. Among the directions are the uprooting and development of new areas, the creation of processing workshops, and the laying of perennial and annual crops.

90 million rubles are provided for these events. As Dmitry Khagush noted, the direction turned out to be in demand: the applications received were selected, almost the entire amount of funds provided was distributed in accordance with the approved projects.

The Head of the Presidential Administration, Beslan Eshba, reported on the work on creating passports for rural settlements. For this purpose, working groups have been formed that collect, systematize and verify information.

The passports will contain up-to-date information on the demographic situation, social and economic sphere, opportunities for the development of agriculture and economy, as well as priority areas for the development of each village.

The main part of the work has already been completed, and the data is currently being checked and rechecked. Employees of the Presidential Administration travel to the districts, participate in the work of working groups and interact with the heads of districts and rural settlements.

The work is scheduled to be completed in November, with a deadline of December 1. The creation of such a register will make it possible to obtain an objective picture of the situation in each village and in the future more accurately determine the directions of state support, plan the development of territories and the allocation of resources.

Vice President Beslan Bigvava noted the importance of the decision taken by the President to prioritize agricultural machinery arriving in Abkhazia in villages with higher agricultural production potential.

According to him, this approach will make it possible to use existing equipment more efficiently, direct it to where it is most in demand, and thereby create additional conditions for the development of agriculture and rural areas.

Summing up the meeting, Badra Gunba noted the scale of the work carried out. This year, more than 1.1 billion rubles have already been allocated to support villages as part of 86 events funded from various sources.

The funds are directed to targeted support for rural residents, assistance to citizens whose households have suffered as a result of natural and emergency accidents, repair and rehabilitation work, development of road and engineering infrastructure, treatment and education of citizens, purchase of housing in some cases, cultural and educational events, as well as the maintenance of villages.

At the same time, the President noted that this amount does not include 500 million rubles provided for by the state program to support agriculture, as well as individual programs to support small and medium-sized businesses and a number of infrastructure projects implemented in the energy sector and other areas.

Taking into account all these areas, the total amount of funds allocated this year to support the village and its residents may amount to more than 2 billion rubles by the end of the year.

At the same time, the Head of State stressed that it is premature to talk about the full coverage of all rural settlements by the implemented programs.

"Summing up the results of our meeting, I would like to once again draw the personal attention of each of you, our colleagues, and district leaders to the support and implementation of programs aimed at improving the quality of life in rural areas," the President noted.

Badra Gunba instructed to continue work in all areas that have been initiated, to ensure a higher dynamics of program implementation and to strengthen control over the effective and targeted use of budget funds.

The Head of State paid special attention to the state program for agricultural support, which has been funded to 500 million rubles this year. He instructed to take into account the shortcomings identified during the implementation of last year's program and to monitor the use of funds more carefully.

"These funds should become support and development of agricultural production, agricultural processing and a number of key areas related to rural work," Badra Gunba stressed.

The Head of State noted that when implementing programs, it is necessary to proceed primarily from the need to create conditions in rural areas for a full-fledged life and work of citizens, the development of production and employment.

"By preserving the village, we will definitely preserve as a nation, we will preserve our state," the President stressed.

Badra Gunba instructed to ensure the timely and high-quality implementation of all planned activities and to continue working to create favorable conditions for the life and development of villages.
