He said that cooperation with the Ministry of Foreign Affairs of the Russian Federation and other relevant Russian agencies is carried out on an ongoing basis. In 2025-2026, two meetings of the Foreign Ministers of Abkhazia and Russia were held, during which a wide range of issues of bilateral cooperation were discussed.

Among the issues that were in the focus of attention were social payments to citizens of Abkhazia, optimization of the operation of the "Psou" checkpoint, increasing the capacity at crossing the state border, as well as increasing the length of stay of citizens of Abkhazia in Russia from 90 to 180 days a year.

Special attention is paid to the issues of crossing the state border by citizens of Abkhazia on Abkhaz passports, including at Russian airports. The Ministry of Foreign Affairs of Abkhazia, together with Russian relevant agencies, continues to work on informing relevant services about the agreements in force between the two countries.

Among the issues under constant control of the Ministry of Foreign Affairs, Oleg Bartsits noted the situation with military registration of Abkhazian students who are citizens of Abkhazia and at the same time have Russian citizenship. On behalf of the President, the Ministry of Foreign Affairs is working with the Russian side to ensure that such students are not registered in Russian military enlistment offices, since they are liable for military service at their place of permanent residence in the Republic of Abkhazia. Work on this issue is carried out in cooperation with the relevant structures of the Russian Federation.

Oleg Bartsits stressed the importance of holding consultations with relevant departments of the Russian Foreign Ministry before activating Abkhazia's work in specific regions of the world. Such coordination makes it possible to take into account the specifics of individual states and use the expertise of the Russian diplomatic service.

The Minister of Foreign Affairs further reported on the implementation of the President's instructions to develop contacts with countries in Latin America, Africa, Asia and other regions. Specific plans and next steps have already been identified in certain areas.

At the same time, the minister stressed that part of the ongoing work requires confidentiality until appropriate agreements are reached and practical results are obtained.

The Minister also focused on working with countries that have recognized the independence of the Republic of Abkhazia. According to him, Abkhazian delegations regularly visit these states, meetings are held and new contacts are being established aimed at strengthening bilateral relations.
